Update JDK Properties {#java-props-https}

Update the following properties within the Java SDK:

* `serverURL=https://ics2.ic3.com:443/`  
  This tells the SCMP client to use an HTTPS connection.
* `useJdkUrlConnection=true`  
  This tells the SCMP client to use the JDK URL Connection. This is required for HTTPS to run.
